SÃO PAULO - O presidente da Câmara, Rodrigo Maia, disse nesta sexta-feira (6) que o governo Jair Bolsonaro tem contribuído para afastar investidores do país, ao gerar incertezas em relação ao seu compromisso com a democracia e com a defesa do meio ambiente, além de contribuir para atrasar o andamento da agenda de reformas.
A afirmação, segundo ele, tem como base conversas recentes com investidores estrangeiros, que têm mencionado essas questões.
Maia responsabilizou o Ministério da Economia pelo atraso no andamento das reformas, mas afirmou que líderes do Congresso irão se reunir com integrantes da Pasta para organizar uma pauta que ajude a aumentar a confiança no Brasil e a enfrentar os problemas econômicos gerados pela crise do coronavírus.
Disse ainda que há ministros que deveriam garantir o equilíbrio e passaram a ser ministros do desequilíbrio, citando nominalmente o general Augusto Heleno, ministro-chefe do Gabinete de Segurança Institucional, que declarou que o Congresso chantageava o governo.
“O governo gera uma insegurança grande para sociedade e para os investidores. As pessoas estão deixando de investir pela questão do meio ambiente e pela questão democrática”, afirmou Maia durante palestra no Instituto FHC sobre reformas econômicas.
Ele citou reunião recente com investidores europeus que manifestaram impedimentos para investir no país por conta da postura do governo na área de meio ambiente.
Maia disse que o país vive um momento difícil na relação entre os Três Poderes, ao qual se somam um baixo crescimento na economia e, agora, a desaceleração global e a incerteza provocada pelo cenário externo.
“Vivemos uma crise econômica, sem dúvida nenhuma. Os dados do ano passado confirmam isso. A agenda do Parlamento passa a ter outra preocupação. Teremos uma reunião da equipe econômica com o Congresso para que a gente possa compreender qual o tamanho da crise, e o que aqueles que têm uma cabeça racional no governo podem dialogar com a Câmara e o Senado e organizar uma pauta e um calendário priorizando aquilo que de fato vá gerar impacto e uma sinalização importante à sociedade e aos atores econômicos”, afirmou Maia durante palestra no Instituto FHC sobre reformas econômicas.
Sobre a agenda de reformas, citou a demora no envio das propostas do Executivo nas áreas tributária e administrativa. Também disse que a PEC Emergencial, que tem efeitos imediatos nos gastos públicos, já estaria mais avançada se o Ministério da Economia tivesse aceitado incluir sugestões em outra PEC que já tramita na Câmara, do deputado Pedro Paulo (DEM-RJ), que tem muitos pontos em comum.
“O ministro Paulo Guedes diz que temos só 15 semanas [de votações até as eleições municipais]. É claro, perderam o ano passado inteiro. Já querem mais uma vez transferir para o Parlamento [a responsabilidade]. Só que a tributária não chegou, a administrativa não chegou. A PEC Emergencial só chegou em novembro, e perderam a oportunidade de usar a PEC do deputado Pedro Paulo, que já é muito mais dura. Perdemos um ano na PEC Emergencial, que é a mais importante para organizar as contas públicas."
Maia disse também que um governo sem base parlamentar dificulta o trabalho do Legislativo, o que resulta, por exemplo, em situações como a da aprovação em uma comissão do 13º permanente para o Bolsa Família, mesmo sem previsão orçamentária para isso.
"É importante que o governo entenda que já perdemos algum tempo. A responsabilidade do Congresso e do governo é colocar esses projetos para avançar. Temos um olhar para futuro de que precisa das reformas, mas temos também um problema de curto prazo, uma crise econômica que foi agravada pela questão do coronavírus. E cabe aos Poderes encontrar as soluções para que essa crise afete menos a sociedade brasileira."
Maia criticou diversas vezes o uso das redes sociais por pessoas próximas ao governo para “viralizar o ódio” e afirmou que isso não ajuda o país em um momento como o atual, “em que a economia parece que vai patinar”.
“Temos problemas concretos que afligem a vida das pessoas. Não podemos ficar discutindo uma coisa que não existe, que é criada para viralizar o ódio, que é essa questão de parlamentarismo branco. Essas teses são criadas para arranjar alvos, para que o presidente da Câmara, do Senado do Supremo sejam atacados, para que o ódio seja viralizado. Só que isso não resolver o problema dos brasileiros, só atrasa soluções que o governo e o Parlamento precisam construir”, afirmou.
“Temos de compreender que o governo está muito pressionado, que o governo prometeu muito e não entregou, tinha uma previsão de crescimento no início do ano passado de 2,5%, mas cresceu 1,1%. Nós entendemos a aflição do governo nesse momento. Estamos aqui para ajudar.”
Presente ao mesmo evento, o economista Marcos Mendes, colunista da Folha, afirmou que o governo atualmente pratica um “presidencialismo de omissão”.
“Joga os projetos no Congresso e deixa a coisa rolar lá dentro sem coordenação nenhuma”, afirmou Mendes, citando como exemplo a alta taxa de rejeição de projetos do governo no Legislativo.
Ao falar sobre reformas, Mendes disse que as privatizações e a abertura comercial não estão andando, a reforma administrativa está sendo boicotada pelo próprio governo e que as PECs do ajuste fiscal caminham lentamente no Congresso.
